Consult Engineering’s new YouTube channel is called Building Integrity. Founder and Principal Engineer, Josh Porter, conceived of the channel as an educational (and entertaining) outreach of our company, as well as a digital brochure for our company, staff and services. While the inspiration was to find an alternative to traditional marketing during the Covid-19 era, the purpose is literally to build integrity within the construction industry through education and accountability. The target audience is the homeowning public, property managers, contractors, tradesmen, students and anyone interested in construction. We launched the channel just before Christmas with a good amount of content for subscribers to digest. Going forward we will build our video library with episodes featuring interviews with industry leaders from our office studio, on-the-job videos shot in the field during our inspections, in depth lessons with Josh at his desk and various fun, informational or visually appealing short videos.

Consumer Credit: Monday, March 8
In 2020, consumer credit’s trajectory of growth was upended by the COVID-19-induced economic recession. Revolving credit shrank 11.2% over the year, while nonrevolving credit increased 3.9%, thus producing an overall growth rate of 0.0%. The contraction in revolving credit in 2020 could be attributed to consumers scaling down purchases to be repaid in the short-term. Meanwhile, consumers remain optimistic about long-term economic recovery, as closed-ended (nonrevolving) expanded, albeit at a slightly more stunted pace than before.
Consumer Price Index (CPI): Wednesday, March 10
The Consumer Price Index – Urban Consumers (CPI) rose 0.3% in January on a seasonally adjusted basis as energy prices increased. The “core” CPI, which excludes the volatile food and energy components, remained unchanged in January. Over the past twelve months, on a not seasonally adjusted basis, the CPI grew 1.4% and the “core” CPI climbed 1.4% in January. Inflationary pressures remained muted as the economy continues to recover amid the COVID-19 pandemic.
Job Openings and Labor Turnover Survey (JOLTS): Thursday, March 11
The job openings rate in construction declined to 2.6% in December, with 195,000 open positions in construction. This is lower than the 216,000 count recorded a year ago. Hiring in the construction sector remained steady at a 5.6% rate in December. Meanwhile, the construction layoff rate dipped to 2.3% in December. The sector layoff rate has been below 3% since April.
Producer Price Index (PPI): Friday, March 12
The economy-wide Producer Price Index (PPI) for final demand rose 1.3% in January on a seasonally adjusted basis. Prices paid for goods used in residential construction ex-energy increased 2.1% in January (not seasonally adjusted). Softwood lumber prices have remained extremely volatile since the 88.5% increase between April and September 2020. Since falling 22.9% between September and November, softwood lumber prices have risen 28.7%.

Update From The Capitol
As we head into the second week of the 2021 Legislative Session, two FHBA priorities have made headway in the Florida House of Representatives. Florida Building Codes (HB 401) passed the House Regulatory Reform Subcommittee 18-0 on Tuesday, March 2nd. Visit this link to learn more.
Further, the expediting Building Permit legislation (HB 1059) passed the same committee 17-0. HB 1059 has one committee hearing remaining in the Florida House before heading to the floor for a final vote. Visit this link to learn more.
SB 912 “Tolling and Extension of Permits During States of Emergency” by Senator Ben Albritton passed its first hearing 9-0 on Wednesday, March 3rd. SB 912 includes additional permits and authorizations that may be tolled and extended during a state of emergency, including consumptive use of water permits, development permits and development agreements. The bill applies retroactively to any declaration of a state of emergency issued by the Governor for a natural emergency since March 1, 2020. Visit this link to learn more.
Today, the House Regulatory Reform Committee heard HB 21 "Construction Defects" sponsored by Rep. Andrade. As FHBA continues to work with the construction coalition to ensure sufficient public testimony is available, the bill continues to move forward. Today the bill passed in committee in a 9-8 vote, as of 4 p.m. the public record of the vote was not yet available. Visit this link to learn more.
The House’s Local Administration and Veterans Affairs Subcommittee, Chaired by Rep. Jackie Toledo, will release their meeting notice sometime Tuesday afternoon for Thursday’s committee hearing. It is hopeful that HB 337 “Impact Fees” will be on the agenda. Visit this link to learn more.

FCMB Spotlight: Ashley Collins
Since 2003, Ashley Collins has been the owner of Collins Builders. A Jacksonville, Fla. native, he is a graduate of the Bolles School and holds a bachelor’s of business administration from Stetson University.
After college, Ashley entered the home-building business with a local company, Trademark Homes, as an assistant superintendent in December of 1999 and worked his way up to superintendent in 2000. From 2000-2001, he managed the construction of more than 70 homes. In late 2001, he moved on to work for another Jacksonville-based home builder in the estimating, budgeting and purchasing department as well as the construction department and worked extensively in internet-based scheduling software from 2001-2003.
In May 2003, Collins Builders was founded. For the first five years, Ashley led incredible growth for the company, from building one home the first year to 148 homes closed in 2008. When the economic downturn came in 2008, Ashley led the company through the recession, weathering the tough times and since 2013 has experienced 25 percent year-over-year growth. He credits the success to God, his family, a talented team of professionals at Collins Builders and an unwavering commitment to serving clients. Ashley is happily married to his wife of more than 20 years, Jeanie, and is blessed with four children: Hayden, Rowan, Lawson and Lincoln. Jeanie has been a steady and faithful encouragement by his side and he is eternally grateful to her. He credits his success to her devotion and their commitment to the Lord. When not leading Collins Builders, he enjoys attending church, reading, date nights with his wife, fishing, sports and vacations with his children.
