At the board meeting held Saturday August 18th, Florida Home Builders Association announced the 2018 award recipients.

Congratulations to Sharon Neuhofer (Coldwell Banker Sunstar Realty) for being named 2018 Associate of the Year.

Congratulations also to Wendy Atkinson (Crossroads Hope Academy) who was named the 2018 Woman of Distinction.

Sharon and Wendy will receive their accolades at the FHBA Fall Conference Installation and Awards Banquet that will take place on Saturday October 6th.  What makes this banquet even more exciting is that for the first time in the history of the CDBIA, 2 members from our association will hold the top 2 positions at FHBA.

Bill Truex (Truex Preferred Construction) will be installed as the President of the Florida Home Builders Association.

The Florida Home Builders Association (FHBA) hosts the Fall Leadership Conference where leaders in the Florida residential construction and remodeling industry are recognized for their service to our organization and upcoming leaders are installed.
To attend meetings and events, a registration is required. The registration fee is $49 per person and includes all meetings, the Thursday evening Welcome Reception and the Hall of Fame Reception on Friday evening.

Industry Award Winners Announced During the Florida Home Builders Association Summer Conference
The Florida Home Builders Association (FHBA) announced high honors given to members of the building industry; a recognition awarded by over 8,000 FHBA members across the state.
In addition to these outstanding achievements, the FHBA announced three into the Florida Housing Hall of Fame and recognized its 2018 Builder of the Year and Associate of the Year.
• Three Inducted Into Florida Housing Hall of Fame, Florida Home Builders Association: Richard Browdy, of Northeast Florida Builders Association; Mike Hickman of Polk County Builders Association; and Al Zichella, of Collier Building Industry Association
• Recipient of the Robert and Amy Harper Future Builders of America Award: John Carlson, Manatee-Sarasota Building Industry Association
• Recipient of the FHBA Woman of Distinction Award: Wendy Atkinson, Charlotte DeSoto Building Industry Association
• Recipient of the FHBA Paul Joyal Pinnacle Builder Award: Sean Junker, Northeast Florida Builders Association
• Recipient of the FHBA Remodeler of the Year Award: Paul Gidus, Greater Orlando Builders Association

OSTD Workshop Recap from SEBC
The FHBA membership was treated to a comprehensive presentation by the Department of Environmental Protection (DEP) and the Executive Director of The Florida Onsite Wastewater Association (FOWA) on the status of septic tank requirements as a result of the spring protection legislation. They are required on parcels of one acre or more in a spring priority focus area. The workshop focused on how we got here (DEP) and what are the options (FOWA). In addition a representative of the Department of Health (DOH) was also available for questions.
Take away include:
The FHBA legal action has delayed the new OSTD requirements until January 1, 2019. The DEP announced this week the delay is approved for the full 6-months.
The new requirements of nitrogen reduction systems will cost more. How much depends on many site specific factors.
Given the current environment with algae blooms and red tide scares, requiring advanced nitrogen reducing septic systems is likely here to stay. We also see local governments not in priority focus spring areas seeking similar requirements for parcels near waterways.
New rules at the DOH (fast tracking approval of new systems receiving an NSF 245 designation) will help bring in new OSTD systems to Florida, creating more competition with the goal of reducing prices. How soon is the question.
Get familiar, and have your on-site contractor, get familiar with your options. The six month delay was granted so that FHBA members could familiarize themselves with the new requirements and plan and design new builds accordingly.
We do not expect any additional delays beyond January 1.

We will continue working with policy makers on processes which encourage new septic technologies to be offered in Florida.
FWC Public Comment Period for 6 Draft Guidelines
Florida Fish and Wildlife Conservation Commission (FWC) has released draft permitting guidelines for 6 additional state-threatened species: 2 fish, 2 amphibians, 1 mammal and 4 wading birds. While most of the 6 species are limited to certain counties and certain habitats or areas within those counties, the wading bird guidelines apply to birds found statewide. The Little blue heron, Roseate spoonbill, and Tricolored heron are found state-wide, and the Reddish egret is found in coastal areas statewide.
The wading bird guidelines have the potential to significantly restrict development. While ERP permitting is expected to address impacts to wetlands and surface waters used for foraging (except for the Reddish egret), the guidelines recommend detailed survey requirements to establish nesting/breeding sites  and 330 foot (100 meter) buffers and additional constraints around active and recent nesting/breeding areas, along with other measures, in order to avoid a requirement to obtain an incidental take permit from the FWC. Certain exemptions/authorizations for take are included in the guidelines. Activities conducted in accordance with approved agricultural and silvicultural wildlife BMPs and routine and emergency utility ROW maintenance are exempt from the need to obtain a permit and/or not expected to cause take.
Comments will be accepted on all of the guidelines until September 20, and webinars will be held September 6, 12, and 19 (see below). The draft guidelines can be obtained at the hyperlinks below.
